Design Guide for Fiber Optic Installation on Freeway Right-of-Way

Susan Baker and Bonnie Wolf, P.E., co-authored the Design Guide for Fiber Optic Installation on Freeway Right-of-Way for the United States Department of Transportation. The Design Guide addresses telecommunications, ITS, federal policy issues, the accommodation policy, public/private partnerships, telecom construction methods, network placement, and operations & maintenance of the network as it relates to the transportation corridor.

Susan Baker and Bonnie Wolf, P.E., co-authored the Freeway Communication System Outside Plant Components book. The document addresses fiber optic cable, vaults, conduit, system identification, and optical boosting stations as they relate to the transportation corridor.

Regional Executive Workshop


Under contract to USDOT, Ms. Baker conceived and created a national training program for state transportation agency executives, elected officials, universities, and sovereign nations. The Workshop is a three day executive session focused on high level issues facing executives responsible for establishing and executing a statewide Intelligent Transportation System strategic master plan. Project obstacles, public issues and private issues are woven into the three day conversation centered around a 30' scale freeway model. Between 2002 and 2007 Workshops were offered by the JPO at no cost to state DOTs. Topics covered include:
